The The Vanuatu Klaemaet Infomesen blong Redy, Adapt mo Protekt (Van-KIRAP) project conducted a training workshop in March 2019; to develop an Environment and Social Safeguards Plan (ESSMP).
The Van-KIRAP Environment and Social Safeguards Plan is a Green Climate Fund (GCF) and SPREP requirement that the project activities to be looked at through environmental and social lenses to see how the Van-KIRAP project can contribute to improved environmental and social management in Vanuatu and ensure no harm is caused.
GCF requires the ESSMP to “be designed such that the appropriate measures to address adverse environmental and social risks and impacts including health and safety, as well as opportunities to pursue and enhance positive environmental and social outcomes, are adequately described, roles defined, and the corresponding timelines and resources identified” said Sunny Seuseu, Climate Information Services, Van-KIRAP / SPREP.
In addition, “the ESSMP will be integrated into the overall planning, design, resourcing, and execution of the GCF-financed activities” added Seuseu.
The project stakeholders included representatives from Vanuatu Meteorology and Geohazards Department (VMGD)-Ministry of Climate Change; Department of Agriculture, Vanuatu Fisheries Department, Department of Water Resources, Public Works Department, SPREP and Dr Peter King, IGES/ESS Consultant contributed to the development of the plan.
The plan was endorsed by the project Steering Committee in its meeting on 28 May 2019. The approved ESSMP will provide guidance to the project and its implementation.
